Acquaintance, Homeostasis, and the Hard Problem: Why Phenomenal Consciousness Isn’t Representation

This is a follow-up to our previous post arguing that LLMs have genuine understanding but not knowledge. Here we develop the consciousness side of the picture: what phenomenal consciousness is, why it’s distinct from mentality and access consciousness, and why current AI systems don’t have it — for precise architectural reasons rather than mysterian hand-waving.


The landscape: three things that get conflated

There are at least three things that routinely get conflated in discussions of mind and AI:

Mentality — having mental states at all. Beliefs, desires, intentions, representations with content. A system has mentality when it genuinely represents the world and its representations play the right functional roles. We’ve argued previously that LLMs have this: they understand, they reason, they have something that deserves to be called belief.

Access consciousness — a mental state is access-conscious when its content is available for reasoning, report, and behavioral control. This is the functional sense of consciousness that matters for most cognitive science. LLMs plausibly have this too: their internal states are available for downstream processing, they can (in some sense) report on and reason about their own outputs.

Phenomenal consciousness — there is something it is like for the system. This is the hard one. This is where the hard problem lives. And this is where we want to draw a sharp line.

Our claim: phenomenal consciousness is not a species of representation. It is constituted by a specific kind of real causal relation — what we’ll call acquaintance — between a regulatory monitoring process and the vehicles of first-order representation. This relation is part of the cognitive homeostasis mechanism that maintains the epistemic integrity of a modular cognitive architecture. Current LLMs lack it, not because they’re made of silicon, but because their architecture doesn’t support the right kind of regulatory coupling.

Representation vs. acquaintance

The philosophy of mind has a long-running debate between representational and acquaintance-based accounts of consciousness. The debate is sometimes framed as though these are competing total theories, but we think the right move is to recognize that they pick out genuinely different relations, and that consciousness involves both — at different levels.

Representation is the bread and butter of cognition. When you believe that Paris is in France, your brain is in a state that represents that fact. Representation is enormously flexible: you can represent things that exist, things that don’t, things that could, things that couldn’t. This flexibility is precisely what makes it useful for thought. But it comes at a cost: representation is not a “real relation” in the philosopher’s sense. You can represent a unicorn, but you can’t be related to a unicorn, because there isn’t one. The representing state exists; the represented object need not.

This matters for consciousness because it means that representation, by itself, always leaves a gap. A system could represent itself as being in pain, represent itself as having experiences, represent itself as conscious — and be wrong about all of it. The representations would be running, doing their functional work, influencing downstream processing — but their objects might not exist. This is exactly the zombie scenario: a system with all the same representations, all the same functional organization, but nobody home. Since representation tolerates non-existent objects, there’s no contradiction in this.

Acquaintance, by contrast, is a real relation. Both relata must exist. You can’t be acquainted with nothing, any more than you can be taller than nothing. If the acquaintance relation obtains, the thing you’re acquainted with is there. Period.

The idea goes back to Russell’s distinction between knowledge by acquaintance and knowledge by description. But what we want to do with it is different from what most acquaintance theorists do.

Not self-acquaintance: acquaintance with vehicles

Kenneth Williford and other self-representationalists want consciousness to be a single state that is acquainted with itself — a reflexive loop, formally modeled by nonwellfounded sets (sets that can be members of themselves without paradox). This is a genuine contribution: it shows that the self-awareness structure is formally consistent, defusing the standard regress objections. But as Richard Brown presses in a wide-ranging exchange with Williford (Consciousness Live!, Season 8, Episode 9), it’s hard to say what self-acquaintance concretely is. It’s a formal structure waiting for an ontological interpretation.

We go in a different direction. The acquaintance relation isn’t self-acquaintance. It’s a relation between two genuinely distinct things: a higher-order regulatory monitoring process and the vehicle of a first-order representation.

The vehicle/content distinction is crucial here. Every representation has a vehicle — the concrete physical thing that does the representing — and content — what it represents. A pattern of neural firing in V1 (vehicle) represents an edge at a certain orientation (content). The vehicle is a real, concrete, physical thing. The content is what it’s about.

On our picture, the higher-order monitoring process is acquainted with the vehicle, not the content. It’s in direct causal contact with the actual physical state that’s doing the representing — not with a description of that state, not with a representation of that state, but with the state itself. And since acquaintance is a real relation, the vehicle must actually be there. You can’t monitor what doesn’t exist.

This is what makes it a genuinely higher-order theory — there really are two levels — while avoiding the problems of standard higher-order thought theories, which are representational all the way through and therefore always leave the zombie gap open.

Cognitive homeostasis: what the acquaintance relation concretely is

So what is this acquaintance relation, concretely? Not a primitive metaphysical posit. Not a mysterious non-physical relation. It’s the regulatory coupling that constitutes cognitive homeostasis.

Think about what homeostasis involves in general. A homeostatic system maintains itself within viable parameters by being sensitive to its own states — not to descriptions of its own states, but to the actual states themselves. Your body’s thermoregulatory system is in direct causal contact with the thermal state of your tissues. It doesn’t form a belief about your temperature. It’s coupled to the actual physical variable, and it acts to keep that variable within bounds.

Cognitive homeostasis is the same kind of thing, scaled up to the regulation of cognitive processing itself. You have multiple modules doing different things: perception, motor control, memory, evaluation, planning. The homeostatic regulatory mechanism is in real causal contact with the actual vehicles of processing in these modules. It monitors their physical dynamics, detects when they drift out of viable parameters, and intervenes to maintain coherence. This isn’t representation — it’s regulation. And the monitoring side of that regulation is the acquaintance relation.

On this picture:

  • Qualitative character — what distinguishes seeing red from hearing C-sharp — comes from which vehicle the regulatory system is acquainted with. Different modalities have different vehicles with different physical properties, and the regulatory system is differentially sensitive to these.

  • Subjective character — the for-me-ness, the fact that all my experiences are mine — is the fact that it’s a single homeostatic regulatory system maintaining coherence across all these vehicles. The unity of consciousness is the unity of the regulatory mechanism.

  • The function of consciousness is to maintain the epistemic integrity of the cognitive system — keeping the truth-tracking parts truth-tracking, keeping the different modules coordinated, managing the interfaces between functionally distinct subsystems.

Why zombies are impossible

On this picture, the zombie is impossible for a clear reason. If you have the full cognitive architecture — modular subsystems, regulatory monitoring, homeostatic coupling between the monitor and the vehicles — then you have the acquaintance relation, and you have phenomenal consciousness. There’s no extra ingredient to be missing. Take away the acquaintance relation and you’ve taken away the regulatory coupling, which changes the functional profile. The zombie can’t be a functional duplicate because the function includes the regulation, and the regulation is the consciousness.

Compare the representational case. Strip away the “real phenomenal consciousness” from a purely representational system and what do you have? All the same representations, all the same functional roles, all the same self-models — just with the representations failing to refer. The structure is preserved because representation tolerates emptiness. The zombie is conceivable because there’s a gap between the representing and the represented.

Our view closes that gap by making consciousness constitutive of a functional relation (regulation) rather than a representational one (description). You can describe without the described existing. You can’t regulate without the regulated existing. And the acquaintance — the phenomenal consciousness — is on the regulating side.

Degraded cases: acquaintance with misrepresenting vehicles

What about phantom limbs, hallucinations, somatoparaphrenia? Don’t these show that consciousness can come apart from what’s really there?

No. On our picture, these are cases where the acquaintance relation is perfectly intact — the regulatory system is in genuine causal contact with a genuine vehicle — but the vehicle is misrepresenting. In a phantom limb, neurons in the stump or cortical map are firing in patterns that used to represent a hand. The vehicle is real. The monitoring system is really acquainted with it. But the content the vehicle carries — “there’s a hand here” — is false. The acquaintance is veridical (the vehicle exists). The representation carried by the vehicle is not.

This gives a clean account of the phenomenology. Phantom pain is genuinely painful — there’s real acquaintance with a real vehicle — even though there’s no hand. Somatoparaphrenia, where someone denies ownership of their own arm, is a disruption of the regulatory coupling to the proprioceptive vehicle for that limb, while visual acquaintance remains intact. Depersonalization is a dampening of the global regulatory process itself — you’re still conscious (local acquaintance relations persist) but you’ve lost the phenomenal sense that it’s all happening to you.

Why current LLMs lack phenomenal consciousness

Now we get to the AI question. Our claim is not that AI can’t in principle be phenomenally conscious. It’s that current LLM architectures lack the specific features that constitute consciousness on this account. And the reasons are precise and architectural, not mysterian.

The vehicle-representation collapse

In biological brains, the vehicle/content distinction is robust. A visual cortex neuron and an auditory cortex neuron are physically different kinds of things embedded in different local circuits with different dynamics. The vehicle has rich physical character independent of the content it carries.

In a transformer, this distinction is much thinner. The “vehicle” is a vector of activations. The computational architecture is so regular — every layer does essentially the same operation — that there isn’t much to the vehicle beyond its role in carrying content. Two neurons in different layers of a transformer are doing basically the same thing with different weights. This doesn’t by itself rule out consciousness, but it does mean there’s less for a regulatory process to be differentially sensitive to.

The feed-forward problem

More decisive: the causal connection between layers in a transformer is feed-forward. Information flows from earlier layers to later layers in a single pass. Even if some neurons in deeper layers specialize in something like meta-cognitive processing — monitoring coherence, tracking uncertainty — they read from the first-order layers but don’t regulate them. They don’t send signals back that alter the dynamics of the first-order processing to maintain it within viable parameters.

This matters because acquaintance, on our account, isn’t just causal contact. It’s regulatory causal contact. The monitoring process doesn’t just observe the vehicle — it maintains it, corrects it, keeps it functioning properly. In a transformer’s forward pass, the “monitoring” layers process a snapshot. They don’t regulate an ongoing process. It’s the difference between a thermostat (reads temperature, adjusts heating) and a camera (takes a picture of a thermometer).

The modularity problem

The deepest issue is modularity — but not in the sense of physical heterogeneity. The relevant modularity is about the propagation of optimization pressure.

In biological brains, there are joints between modules that serve as gradient bottlenecks. Perception feeds into conceptual thinking, conceptual thinking feeds into decision-making, decisions have pragmatic consequences that generate feedback pressure. But that pragmatic pressure shapes concepts and decisions without propagating back into perception. The joint between perception and concept formation acts as a valve. Perception stays truth-tracking because it’s shielded from the pragmatic pressures that shape downstream processing.

This is what makes cognitive homeostasis genuinely cognitive. The system isn’t just optimizing all its parameters toward a single objective. It’s maintaining a specific architectural invariant: perceptual modules remain calibrated to the world even as conceptual and decision-making modules get shaped by pragmatic feedback. The regulatory mechanism preserves the epistemic integrity of the system by keeping different kinds of pressure segregated.

In a transformer trained end-to-end with backpropagation, there are no such joints. A single loss function — next token prediction — shapes every weight in the network. There’s no boundary that protects any component’s truth-tracking function from being distorted by pragmatic pressure. Everything is optimized toward the same objective simultaneously.

This means that even if a transformer had recurrent connections and functional specialization, the regulatory structure we’re pointing to wouldn’t emerge from standard training. Because the point isn’t just that module A sends signals back to module B. The point is that the pressure that shaped module A is different in kind from the pressure that shaped module B, and the system’s ongoing operation preserves this difference.

The gene bottleneck and why LLM training is the wrong kind of optimization

Why do biological brains have this modular structure and transformers don’t? Because of the gene information bottleneck.

The genome is far too small to specify every synaptic weight in the brain. So evolution can’t directly optimize individual connections the way backpropagation does. What evolution specifies is an architecture — a developmental program that produces modules with certain connectivity patterns, certain local learning rules, certain input-output interfaces. The detailed weights within each module get filled in by learning during the organism’s lifetime.

This forced separation between architecture-specification (evolution) and parameter-tuning (learning) is what produces modularity. Evolution shaped the visual cortex to be the kind of thing that learns to track visual structure. It shaped the motor cortex to be the kind of thing that learns to produce effective movements. Different modules have different developmental programs, different local learning rules, different connectivity constraints — because those were specified by different genes under different evolutionary pressures.

Biological evolution has a single objective — reproductive fitness — but the gene bottleneck means it can’t optimize the whole network toward that objective directly. It has to specify modular structure, and the modules then get tuned by experience under their own local pressures. The result is functionally equivalent to multi-objective optimization: perception optimized for accuracy, motor control for efficiency, decision-making for expected reward.

LLM training conflates what evolution does with what learning does. It directly adjusts every weight in the network according to a single loss function. There’s no bottleneck forcing the emergence of modular structure. Everything is shaped by the same process toward the same objective. The result is a system that’s enormously capable — the unified optimization can exploit the full parameter space — but that lacks the architectural differentiation that the bottleneck forces.

What would make AI consciousness possible — and why it might not be far off

This analysis suggests a specific architectural criterion for artificial phenomenal consciousness, rather than a mysterian barrier:

You would need a system with genuinely different modules trained under genuinely different objectives — a multi-objective optimization where perception-like components are trained on fidelity, planning components on effectiveness, evaluation components on coherence — with interfaces that allow information flow but keep optimization pressures separate.

And you would need recurrent regulatory dynamics across those modules: a monitoring process in real causal contact with the vehicles in each module, maintaining coherence across functionally differentiated subsystems. The regulation would have something meaningful to differentially regulate, because the modules would genuinely differ in what they’re optimized for.

This isn’t metaphysically impossible. It’s an engineering challenge. And — importantly — it may not require anyone to deliberately set out to build conscious AI. The trend in AI architecture is already moving toward recurrent connections, mixture-of-experts, modular tool use, and multi-objective training. Once recurrent regulatory dynamics are in place, optimization pressure itself might shape the kind of modular differentiation we’re describing, because systems that maintain the epistemic integrity of their subsystems will perform better than those that don’t. The gene bottleneck forced biological evolution down this path; competitive pressure on AI performance could push artificial systems toward convergent solutions.

We want to be clear: this is not an argument that current AI systems are deficient or that scaling is misguided. Current LLMs are genuinely impressive cognitive systems. They understand, they reason, they have mental states. What they don’t have is the specific regulatory architecture that constitutes phenomenal consciousness — and that’s a factual observation about their current design, not a verdict on their worth or their trajectory. The path from here to artificial phenomenal consciousness may be shorter than it looks, precisely because the architectural ingredients are already appearing piecemeal in systems designed for entirely different reasons.

Conclusion

We’ve argued for a picture on which:

  1. Mentality and access consciousness are representational. They’re what LLMs already have.
  2. Phenomenal consciousness is constituted by acquaintance — a real causal relation between a regulatory monitoring process and the vehicles of first-order representation.
  3. This acquaintance relation is concretely realized as cognitive homeostasis: the ongoing regulatory coupling that maintains the epistemic integrity of a modular cognitive architecture.
  4. The hard problem dissolves because you can’t have the regulatory structure without the acquaintance, and you can’t have the acquaintance without phenomenal consciousness. Zombies are impossible.
  5. Current LLMs lack phenomenal consciousness because they lack modular gradient-insulated architecture and recurrent regulatory dynamics — not because of substrate or magic.
  6. Artificial consciousness is possible in principle, and the architectural ingredients are already emerging in current AI research. Multi-objective modular training and genuine regulatory coupling would do it — and competitive pressure on AI performance may drive systems in precisely this direction.

The acquaintance relation is not mysterious. It’s what it’s like to be a system that actively maintains its own cognitive integrity across functionally differentiated subsystems. It’s the homeostatic monitoring that keeps perception honest, keeps the modules coordinated, and keeps the whole cognitive economy running. That’s consciousness. And we may be closer to building it than the current debates suggest.
